WHOIS, explained.

WHOIS is a public protocol that lets anyone query registration records for domain names — including who registered it, through which registrar, and when it expires. It's maintained by ICANN and individual registries.
Under GDPR and ICANN policy, registrars are required to offer privacy protection services that replace personal registrant data with a proxy address. About 60–70% of consumer domains use this. You can still contact the owner via the registrar's forwarding system.

"clientTransferProhibited" means the domain is locked and cannot be transferred without the registrant unlocking it. "clientDeleteProhibited" prevents accidental deletion. These are standard EPP (Extensible Provisioning Protocol) codes defined by ICANN.
No. ICANN's terms explicitly prohibit using WHOIS data for marketing or unsolicited contact. The data is intended for abuse reporting, dispute resolution, and technical troubleshooting only.
"signedDelegation" means the domain has DNSSEC enabled — a cryptographic extension that protects against DNS spoofing. "unsigned" is still the majority of domains and is not inherently insecure for most use cases.
